A translation is often only half the job — many authorities only accept a document once it has also been legalized.

Legalization confirms that the signature, stamp or seal on a document is genuine. It says nothing about the content: a municipality, the IND or a court may still assess that separately.
For countries party to the Apostille Convention, a single stamp usually suffices: the apostille, the simplified form of legalization. Since Morocco joined this convention, an apostille is sufficient in most cases for documents between the Netherlands and Morocco. For non-member countries, a longer route through several authorities applies.
An Arabic document you want to use in the Netherlands almost always needs a sworn translation into Dutch first — translation and legalization belong together. I know which authority needs what, in what order, and whether an apostille is enough or more is required.
